Welcome to the board. When you changed the battery, was anything else done to the bike? What model year is it?

Ok, so we know it’s not the flasher or your hazards would be dead as well. The turn signals are turned on by the turn signal switch grounding a wire that runs to the cancel unit in the steering stem. The cancel unit then grounds a different wire that goes to the flasher to make it flash. To track this down, you will need to check the cancel unit’s connector, it’s under a rubber cap on the top of the steering stem nut. It’s small, green, and has 7 very small pins that are easily bent and pushed out of the back of their connector.
