Not really,
you can move it out into the clear if is under the dash....

it must have a clear "line of sight" to the satellites overhead.

It is already amplified. That's why GPS antennas are a "lump" and not just a wire. There's all kinds of circuitry in there that receives and amplifies the GPS signal, then downconverts the frequency to a frequency that can be transmitted along coax, before amplifying it once again and sending it along the coax wire to the GPS unit.

The only thing you can do is remove "stuff" in between the antenna and the sky that attenuates the signal. This usually means moving the antenna out of the dashboard and out into the open.
