Since there are two opossing answers, I guess the thing to do would be to contact my local U-Haul people and ask them what their policy is.

You can just go to the U-Haul website. Yes their small bike trailer is local only, but at just under 4'x8' it's not really suited to a Goldwing. Their larger 5' x 9' combo trailer also has a front kickout with a wheel chock and is available for one way rental.
That is probably why there is some confusion.

It's too bad they don't have ramps and such on any of their covered trailers. :(

Ok, to clarify: the ones that are listed as motorcycle trailers: local only. The ones that are actually utility trailers that have a cut out: you can indeed rent one way.

I should have looked it up at the U-Haul site as you recommended. To answer my own question, yes the 5x9 with loading ramp is available for a one way rental.
