Seized fork center bolt

Years ago I installed Progressive Suspension’s springs in my ‘08. Recently the left fork seal has been leaking so I got the kits (seals, bushings, etc.) but when I tried to remove the left fork center bolt that holds the piston inside the fork lower, I cannot get it to release from the piston, the bolt and piston are turning together through the fork lower even though I retightened the cap to maximize the pressure on the piston. When I went back to Progressive’s instructions I see that they instructed me to put a ‘drop’ of red LocTite on that bolt. Anyone know a way to remove this bolt besides trying to ‘carefully’ drill off the head of the bolt to free the piston. There will be NO LocTite used when I reassemble the forks.
All suggestions appreciated.

An impact wrench should get it out.

It didn’t initially but today I decided to run the impact forward and reverse a couple of times and voila!!! The bolt came out!
