This is a Carbtune Pro (the manual cover says Carbtune II, but inside the manual it is for the Pro, and the unit itself is a Pro). It's a lightly used carburetor balancing tool, normally used for motorcycles. It can measure four carburetors simultaneously, and the large-mass manometers dampen pulses to make it easy to read and balance. Tubes with restrictors are included. $75 plus shipping.

It's not mercury - it uses solid metal rods that raise up when there is vacuum. The mass of the metal rods helps dampen the pulses. Kind of looks like mercury, but it's not.
