reverse issues

so my 2004 goldwing keeps blowing fuses when i switch on the electric reverse, and also locks the gear and it wont move help!!!!!!!

OK, we'll need a bit more information. Which fuses exactly are blowing? Does it happen as soon as you press the button, or not until you actually start moving in reverse?

When I push the RVS on it go's in gear then the RVS light blink's off and on. with out touching the start button. when I turn the RVS off the light blink's faster. And the 15 Amp. fuse blow when i put a new fuse in it come's out off reverse gear

You have a problem somewhere in your reverse system - obviously. The fact that it is blinking as you describe indicates that it is identifying a problem. The reverse system is very complex, and diagnosing it is a little beyond a forum posting: the diagnostics procedure in the service manual is 11 pages long! If you're quite familiar with the workings of your bike, the relays, starter, reverse actuator, etc. I would say go for it, otherwise this might be a problem for a dealer (or knowledgeable mechanic).
