On to the next issue of my bike project.
I am noticing a notchy issue when steering in slow speeds in the steering. It almost catches a little. Does this mean I need to replace the upper and lower roller bearings in the steering head? Is there a DIY or instructional page on this. I have a Clymer manual and it does discuss it. However, it mentions a special tool that I do not have.
Can someone point me in the right direction if this is the proper diagnosis? It looks difficult. Any help is appreciated. Thanks in advance.

This is a fairly normal thing that happens when your steering bearings are in need of replacement.
