I never have, and have never had any problem with the cruise control other than a small adjustment of the take-up on the actuator cable. It works perfectly, all of the time. What is the problem you're having with yours?

I doubt that it will be hard to make it work right, they just don't give any trouble as a rule.

with a '94, '98, and my 2002, none of them have ever given a real problems.

slight miss calibration for the "set speed", but that is just a cable maladjustment.

The cruise control troubleshooting flowchart of the factory service manual is six pages long. If you are going to troubleshoot the cruise control, I would definitely not attempt it without that flowchart at hand.

why remove it, just don't use it. What problems is it causing if you don't use it?

No, the kill switch is not the problem. If you will follow the flow chart in the link that WingAdmin posted, you should find the problem. The usual culprit is one of the switches on the brake or clutch.
