I would like some Advice on my 1980 GL1100I

Everything thats wrong with my Interstate:
Needs a Starter Clutch
Needs an Actual Clutch
Needs carb work done
Needs to be re-wired (fan relay was bypassed, have to turn it on manually)
Probably new tires
Probably new brakes
Aesthetic repairs (mew seat, body panels, badges)
Probably paint touch-up
Gauge Cluster Plastic is faded and gross
Rust issues
Fluids need to be checked\changed
Fuel lines and filter? (its been sitting for a while, dunno if tank was emptied)

Can anyone Help\Give advice on any of these? (importantly the starter and clutch problems)

How have you determined that the clutch and the starter clutch are bad?

First item to get is an OEM manual if you haven't got one, second item is timing belts, then the rest. Everything you have mentioned except the clutch and carb issues is normal maintenance/baseline the bike for use. Put together a schedule of what you want to do and pick away at it with a goal to have the bike on the road by a certain date. Bike has to be safe for the road and you.

When attempted to start, what is assumed to be the overrunning clutch doesn't engage and start the motor, it just spins and creates a whining noise, it grabs very momentarily which results in a horrid clunking\grinding noise, and the clutch wont engage\disengage to switch gears while the bike is running

I have the OEM Service manual for 1980-1983 Models, and I'll look into the timing belt situation

To me it sounds like you have a bad starter. Planetary gears stripped. Might also be a gunked up crankcase due to sitting for so long. Sludge can cause the clutch dogs not to engage. Don't go jumping to conclusions without checking further. Starter clutch will require pulling the engine. Don't go there unless you have to.

+1 on the gunked up starter clutch. Search for threads on rejuvenating that without pulling the engine (flush crankcase oil, etc.)
The regular transmission clutch is pretty durable as well. I'd check the handlebar lever pivot point, cable adjustments first. Does it stay engaged?... or stay unengaged?... or slip?? How many miles on the bike? If less than 100k, these core items may still be good, just need cleaning, adjustments, etc.

Any advancement on your wing?

As to the starter clutch, has the bike had a history of long sleep with old oil in it?

I sincerely apologize for my absence, High-School is an absolute killer of motivation as well as a whole slew of mental health problems, i have made quite the progress recently with it, and yes, she does have a history of long sleeps, not sure with old oil,

Welcome back to your project. Please take the time to read through my winded replies. I'll try to help you through if I can.
Was this one your family member's bike you are working on? How about some history of the bike?(you didn't post any introduction of yourself or your bike when you joined for us to know what is going on with it).

The reason I asked what I did of old oil in it, ie: very black or water or gas in it from lack of someone not properly putting away the bike in storage before you got it. Old oil has acid in it from combustion gasses getting by the rings, which forms gunk.
You mentioned the starter spins but doesn't turn over the motor. That is from the old oil gunk that has gummed the pawls and springs in the starter clutch, which that gum is thicker when cold weather is around and your attempts to try to start in cooler weather will get your results. Heat the rear of the motor with an electric heater for a day or 2 if possible to loosen the gum then try it.
Once you get the motor running you can do a motor flush to get the gummed gunk out.
