Yes, both lights are on for low and high beam. If one is not on, then the filament in that bulb is likely blown.

As additional info for your question...i recently went to a local auto parts store to source new headlight bulbs for my 96 SE...they were $12 less than my local honda dealer and much closer...MY stock bulbs were 45/45 and I chose 55/65 replacements! A tremendous difference!!! in my past, with a 2000 roadglide I replaced the headlights with 100 watt bulbs, BIG mistake [melted the reflectors and sockets!...not cheap to replace] ....back to my 96SE...I traveled western WI memorial weekend and the ambient temp was mid and high 90's for 3 days and I looked my headlights over when I got home ...was all good! 55/65's worked for me, and I am very pleaded with the result....I also installed a kuryakn charge indicator [after an alternator failure and replacement last summer] and using that gauge as a guide, I haven't noticed any drop in alternator performance or charge rate. ...So it's up to you which path you follow...I'm currently looking to go darkside and researching options regarding rear tire fitment/quality....will post about how the tire thing works out ltr under the darkside section...Andy
