Starter Motor questions

Ok, here is my problem, when I put a multi meter on the starter black lead on the case(ground) and red lead on the power terminal(power) I read a direct short, This is on two different brand new starters. I don't understand, am I missing something. We tryed bench testing with a battery using jumper cables black again to case at the bolt flange and trying to touch the red to power input and it just flashes a big arc.
This goes to a 1980 GL1100 interstate, help help with where to go next.
Also on the wiring diagram for the starter what does the diode located next to ballast resister on the diagram, I understand electronics , but can't figure out what that diode does and where it is located on the bike. Thank you , Steve

In a picture of the schematic I see a diode near the ballast resistors.Its wired into the starter solenoid.Its the neutral safety diode.Its there to allow the bike to crank when in gear if you pull in the clutch lever.
As far as the starter..Yes it can read very close to zero ohms from the post to the case.The post directly connects to the big wiring and goes through the brushes to ground.
Remove the brush assembly first and remeasure.the resistance should go away.If not look at the post connection for a shorted wire.Correct position of the brushes should be evident.One set goes to ground and the other to the main windings.Verify which one is correct.
Yes there will be a good spark but if all is ok,the motor should jump to life quickly.

Thank you for the response. We will be hooking the starter up Friday. Monday and Wednesday we spent removing the carbs and not having with the broken bolt on the water jacket connection coming out of left head to crankcase. With that finished we install a 4 to 1 plenum and a Volkswagon carb, we still have to hook it all up, we are also putting an electric low pressure fuel pump on it. It should run real well when finished. :)
