Raised rear seat

A non-motorcyclist friend of mine was wondering why the rear seat was always elevated compared to the driver's seat. I thot the best answer was because the bike is essentially a touring bike, it's so that the passenger could see more instead of the driver blocking their forward view. Is that the right answer or what?

And usually, there is a wheel an tire and suspension room under the rear of seat.
