I have an opportunity to buy a used CB Radio 08E95-MCA-1020 that was taken out of a 2008 Goldwing. However, mine is a 2001, and the CBs used in 2001 are numbered 08E95-MCA-1010. My question is: can I plug in the 08E95-MCA-1020 from the 2008 in the wiring of my 2001 Goldwing w/o any problem?

I believe the CB part numbers are 08E95-MCA-101, and 08E95-MCA-102. Yes, either can be used in Wings from 2001-2010s. The one ending in 102, is the newer version, and it has the same plug and play instructions set as the earlier one. For 5th gen accessory instructions go here.
