OK I have a 77GL 1000 gold wing just got finished putting the new Weber carbs on the bike. It was running better than it ever had. I was idling and all of a sudden the motor shut off and now it will not turn over whatsoever. I pull the plugs, and tried to rotate the motor by the alternator and the Crank, still nothing. I pulled the starter to check that and oil poured out, about 3 quarts. is that normal?

No that is not normal. No appreciable oil should drain when removing starter. You have either overfilled with oil, by a lot, or gas has drained into the engine from your new carbs. Does the oil smell like gas? In either case you need to start by draining the rest of the oil and refill with the proper amount. Then retest.
